An oil company is drilling in a small town and suddenly they face volcanic eruption. This seems a small event at first sight but soon it becomes clear that it is the start of a long chain of eruptions. In the movie we see people rushing to save their lives and gradually it becomes a global phenomena that has ability to enfulf the whole globe。民国十二年间，北洋军阀势力逐渐瓦解，但是其余孽仍遍布上海。其中以大藏龙为首的黑帮开赌场、贩毒。而另一股以天九豹为首的恶棍则开妓院，买卖人口。黄埔滩头一片乌烟瘴气。政府决心力保地方平安，派得力探员暗中查访力图铲除罪恶。一场正邪之争，在黄埔滩头惨烈上演……。
